「論曰至捨所依故」者，諸不律儀由三緣捨：一者由死，捨所依故。惡戒本依眾同分得，所依同分今時既捨，能依惡戒亦隨捨故。

"The treatise says [...] because the basis is relinquished" means: all non-discipline is relinquished through three conditions. First, through death, because the basis is relinquished. Bad discipline is originally attained based on the nikāya-sabhāga; since the sabhāga that serves as the basis is now relinquished, the bad discipline based on it is also relinquished accordingly.
