「於諸施福至第八施最勝」者，此即第四明施福最勝。有三施福最勝：一脫於脫施最勝，二菩薩施最勝，三第八施最勝。

Regarding "Among all merits of giving... the eighth giving is supreme": this is the fourth [section], explaining the supremacy of the merit of giving. There are three merits of giving that are supreme: first, giving from the liberated to the liberated is supreme; second, the giving of a bodhisattva is supreme; third, the eighth giving is supreme.
