「論曰至後當廣說」者，釋順三分善。分是別義，即福等名分。此即所順，三分不同，故名為分。或順福等善即名為分，此即能順三分不同。或可分言通能、所順。餘文可知。

Regarding "The commentary states... will be explained in detail later": this explains the virtues that accord with the three parts. "Part" means distinction; that is, merit and so forth are named "parts". These are what are accorded with; because the three parts differ, they are called "parts". Alternatively, the virtues that accord with merit and so forth are themselves named "parts"; these are what can accord with the three differing parts. Or perhaps the word "part" applies to both what accords and what is accorded with. The rest of the text is clear.
