18.23

「唯破異生至說愚夫言」者，釋愚夫。前說未得聖名愚夫，後說未得忍名愚夫，為含此二義說愚夫言。

"Only ordinary persons are split […] it says 'fools'" explains 'fools'. Formerly it was stated that those who have not attained the noble state are called fools, and later it was stated that those who have not attained patience (kṣānti) are called fools; to encompass both of these meanings, it uses the word 'fools'.
