"Among the category of cultivation, loving-kindness [...] only receive the name of merit": this explains it in terms of the category of cultivation. Within the category of cultivation, loving-kindness has non-hatred as its nature, and is called solely a "basis of merit": because it is wholesome, it is called merit; because it is what intention relies upon, it is called a basis. That loving-kindness is called a basis is because it is the basis of action. Because the karma of intention associated with loving-kindness takes loving-kindness as its portal to create, loving-kindness is called a basis. Because it is not an acting [factor], it is not called an action. The intention that accompanies loving-kindness and the morality that accompanies loving-kindness are called solely "meritorious action": because they are wholesome, they are called merit; because they act, they are called action; but because intention does not rely upon itself, it is not called a basis. The intention and morality co-existent with loving-kindness are not what intention directly relies upon to arise, so they are not called bases. Because intention directly arises relying upon the gateway of loving-kindness, loving-kindness alone is called a basis. Question: Why is morality called a basis in the category of morality, but not called a basis in the category of cultivation? Explanation: Morality in the category of morality is based on the prātimokṣa vows; being what intention relies upon, it gets the name of basis. Morality in the category of cultivation is morality that conforms to the mind (cittānuvartin-śīla); it is not what intention directly relies upon to arise, so it is not called a basis. The other co-existent dharmas that accompany loving-kindness only receive the name of merit: because they are wholesome, they are called merit; because they are not acting, they are not called action; and because they are not what intention directly relies upon to arise, they are not called bases.
