「有至隨眠」者，答言有，謂緣上地諸遍行隨眠，如初靜慮遍行隨眠緣上三地，亦如空處遍行隨眠緣上三地，非緣上界而彼隨增，唯於相應，非所緣。

As for "There is ... anuśayas": The answer says there is; namely, all the omnipresent anuśayas that take upper stages as objects, such as the omnipresent anuśayas of the first dhyāna taking the upper three stages as objects, or also like the omnipresent anuśayas of the sphere of infinite space taking the upper three stages as objects. They do not increase through adherence to those upper realms by taking them as objects; they do so only in association, not with respect to the object.
