[On the phrase] “The masters of external regions … because it excludes wholesome and unwholesome”: This explains the fourth and fifth lines. “External regions” refers to the Western Masters. They establish four indeterminate roots in total, namely the four kinds of obscured indeterminate craving, view, conceit, and delusion. In the verse, the term “indeterminate” excludes wholesome and unwholesome; here it is exclusively obscured, not extending to the non-obscured. Thus the Mahāvibhāṣā says: “The Western Masters say that the indeterminate roots are four: indeterminate craving, view, conceit, and ignorance. Indeterminate craving refers to the craving of the five classes in the form and formless realms. Indeterminate view refers to the view of individuality and extreme view in the desire realm, and the five views in the form and formless realms. Indeterminate conceit refers to the conceit of the five classes in the form and formless realms. Indeterminate ignorance refers to the ignorance associated with the view of individuality and extreme view in the desire realm, and the ignorance of the five classes in the form and formless realms.”
