「風界攝持至如劫成時」者，答。風界攝持故令不散。有伏難云：豈不風界能飄散耶？「或有」已下，通此伏難。

"They are held together by the wind element ... as at the time of cosmic formation": the reply. Because the wind element holds them together, it prevents them from scattering. There is a hidden objection: "Does not the wind element cause things to blow apart and scatter?" From "Or there is..." onward, this hidden objection is resolved.
