「論曰至欲界初定」者，將辨差別，先明四種約地通局。

Regarding the passage from "The treatise says:" up to "the desire realm and the first dhyāna": Intending to distinguish the differences, it first clarifies the four kinds [of realms] with respect to their restriction or non-restriction to the stages.
