「迦濕彌羅國至不自在故」者，答。一彼界纏少，唯有二故；二不自在，非自力起故。所以不說。《品類足》據彼界有體，所以具說。

Regarding "The masters of Kaśmīra [...] because they lack mastery": Answer: First, the entanglements in that realm are few, being only two; second, they lack mastery and do not arise through their own power. Therefore, they are not mentioned. The *Prakaraṇapāda* is based on there being an essence in that realm, and therefore it states them fully.
