「不作加行至故名隨縛」者，此亦釋隨。不作加行為令彼惑生而數現起，或設劬勞為遮彼惑起而數現起，隨縛有情故名隨縛。

Regarding "Without making preparation... therefore they are called fetters (saṃyojana)": this also explains the meaning of "following" (anu-). Without making preparation to make those defilements arise, they repeatedly manifest; or even if one takes trouble to avert the arising of those defilements, they still repeatedly manifest. Because they follow and fetter sentient beings, they are called fetters.
