20.8

「所餘一切至能繫此事」者，釋後兩句。除前三種，所餘一切見、疑、無明，過去、未來未斷，遍縛三世諸事。由此三種見、疑、無明是共相惑，一切有情俱遍縛彼三世事故、若現在世見、疑、無明，正緣三世境時，隨其所應能繫此事。

Regarding "The rest of all [defilements] ... can bind this matter": this explains the last two lines. Except for the previous three kinds, all the remaining views, doubt, and ignorance, when unabandoned in the past and future, universally bind all matters across the three periods of time. Because these three kinds—views, doubt, and ignorance—are afflictions with universal characteristics (sāmānya-lakṣaṇa), they together universally bind those matters of the three periods of time for all sentient beings. If views, doubt, and ignorance of the present period are currently taking objects of the three periods of time as cognitive conditions, they bind this matter according to the case.
