21.17

「此五順益至防邏人故」者，答。此五順益下分欲界。欲界三界最下，三界一分，故名下分。由後貪、瞋不能超欲，如守獄卒。設有能超，乃生有頂，由前身見、戒取、疑三，還令退下置欲界獄，如防邏人。

Regarding "These five favor... like patrol guards": this is the answer. These five favor the lower portion, the desire realm. The desire realm is the lowest of the three realms, one portion of the three realms; therefore it is called the lower portion. Because of the latter two, greed and ill-will, one cannot transcend the desire realm, like prison wardens. Even if there are those who can transcend it and are born even in the peak of existence (bhavāgra), by virtue of the former three—view of self, grasping of precepts, and doubt—they are made to regress back down and be placed in the prison of the desire realm, like patrol guards.
