Regarding "First, in the formless [realm] ... can attain the path of seeing": this is the answer. First, because in the formless realm there is no proper hearing [of the teaching], and apart from hearing the correct teaching there is definitely no possibility of entering the path of seeing. This explains "lack of hearing." Furthermore, one born in that formless realm does not take lower [realms] as an object, and the path of seeing first takes the suffering of the desire realm as an object; this explains "not taking the lower as an object." Therefore the formless realm is not a basis for the path of seeing. Ordinary beings of the form realm are attached to the bliss of superior absorption, and having no painful feelings they do not generate superior revulsion; and without superior revulsion, one cannot attain the path of seeing. This explains "lack of revulsion." Thus relying on an embodiment in the form realm, the path of seeing does not arise.
