Regarding “First, generally forming three [...] due to the differences in faculties”: this separately clarifies the three kinds of non-returners. First, generally forming three: due to performing and accumulating karma to be experienced in intermediate existence (upapatti-vedanīya / antarābhava-vedanīya), one is called an intermediate-attainer. Intermediate existence is called ‘arising’ (udaya) because it arises temporarily toward the future rebirth, as has been said before. Due to performing and accumulating karma to be experienced upon rebirth, one is called an at-rebirth-attainer; due to performing and accumulating karma to be experienced in subsequent lives (aparaparyāya-vedanīya), one is called an upward-streamer. These are matched and explained according to the three kinds in proper order; or according to their order, intermediate-attainers have weak afflictions, at-rebirth-attainers have medium afflictions, and upward-streamers have strong afflictions active; thus they are divided into three kinds due to differences in the active functioning of afflictions. Also, intermediate-attainers have sharp faculties, at-rebirth-attainers have medium faculties, and upward-streamers have dull faculties; thus they are divided into three kinds due to differences [in faculties].
