24.66

「論曰至彼最勝故」者，釋初句。等持堪能樂行最勝故，先雜修第四靜慮，後方雜修下三靜慮。

Regarding [the text from] “The commentary says [...]” to “[...] because it is the most supreme,” this explains the first line. Because its capacity for samādhi and pleasant abiding are the most supreme, one first engages in the miscellaneous cultivation of the fourth dhyāna, and only afterward in the miscellaneous cultivation of the lower three dhyānas.
