25.7

「論曰至六不動法」者，釋初兩句。舉數列名。又《正理》六十七云「然餘經說，無學有九，謂初退法，後俱解脫。彼不退法，此不動攝。彼二解脫，通此六攝，故阿毘達磨唯說有六種（已上論文）。」

Regarding "The treatise says ... the sixth is the immovable dharma": this explains the first two lines. It states their number and lists their names. Furthermore, Nyāyānusāra 67 says: "However, other sūtras say that there are nine non-learners, from the first who is of falling-away dharma to the last who is doubly liberated. Their non-falling dharma is subsumed under this 'immovable'; their two liberations are common to all six here; therefore the Abhidharma explains only six kinds" (end of śāstra passage).
