「西方諸師至說名為散」者，西方諸師即是健駄羅國諸師也。《婆沙》云外國師。
Regarding "The masters of the West [say: ... is called distracted]": the masters of the West are the masters of the Gandhāra country. The Mahāvibhāṣā calls them "foreign masters" (bāhyadeśaka).
