26.74

「豈不我說至我說體一」者，毘婆沙師釋經。若據偏增，別說沈、掉。若據恒與沈、掉相應，我說染心其體一也。

Regarding [the text from] “Did I not say” up to “I say their substance is one”: this is the Vaibhāṣika's explanation of the sūtra. If based on preponderance, depression and restlessness are spoken of separately. If based on being constantly associated with depression and restlessness, I say that the substance of the defiled mind is one.
