「論曰至謂行及化」者、釋初兩句。依《毘婆沙》所說理趣，神名所目唯勝等持，有神用故從用為名。由定能為神變事故，諸神變事說名為境。此境有二，謂行及化。

On "The treatise says: ... meaning locomotion and transformation": this explains the first two lines. According to the rationale taught in the Vibhāṣā, what the name "psychic" designates is solely superior samādhi; having psychic function, it takes its name from its function. Because meditative concentration can produce acts of psychic transformation, all acts of psychic transformation are called its "domain". This domain is twofold: namely, locomotion and transformation.
