「修得眼耳至能見聞故」者，釋恒同分。以天眼、耳識必俱故，恒名同分。

"The eye and ear acquired through cultivation [...] up to because they can see and hear": This explains "always concordant" (sabhāga). Because they are necessarily concurrent with the divine eye-consciousness and ear-consciousness, they are always called concordant.
