「諸有生在至之所壞故」者，別明生上二界由因、業力。起無色定非法爾力，災不壞故。
"Those who are born in [...] being destroyed": this specifically clarifies that those born in the upper two realms [do so] through the power of cause and karma. Giving rise to formless absorptions is not through the power of natural order, because they are not destroyed by the calamities.
