"From the body are further established... [up to] sovereignty over the two sexes": this explains the third and fourth lines. The female body is physically frail and weak, its voice is thin and quiet, its occupations are sewing clothes and the like, and its inclinations are cosmetics and the like. The male body is physically robust and large, its voice is vigorous and bright, its occupations are writing and the like, and its inclinations are bows, horses, and the like. The difference between the two sexes is due to the female and male faculties; therefore, the female and male faculties have sovereignty over the two sexes. The rest of the text is clear.
