「若時此行至令不生果」者，勝論答。行有強弱，強者先起遮劣不生，故不俱時生一切智。

"When this mental formation [...] causes it not to produce its fruit": the Vaiśeṣika answers. Mental formations have strong and weak aspects; the strong arise first and block the inferior from arising, and therefore they do not produce all knowledge at the same time.
