「謂依彼至得自在」者，犢子部答。謂依彼彼所乘、搆乳、役使等中，彼制怛羅得自在故，名為牛主。
Regarding 'Because with respect to their [...] he has mastery': the Vātsīputrīya replies. Because with respect to their various riding, milking, employing, and so forth, that Caitra has mastery, he is called the 'master of the oxen'.
