「又見世間至說為惡作」者，第二解。悔名惡作，從所依立名。惡作即是追悔所依，謂惡作言顯能依悔。如村邑等皆來集會，此舉所依意顯能依人也。

Regarding "Furthermore, it is seen in the world [...] is spoken of as bad action,": this is the second explanation. Regret is called bad action by naming it after its basis. Bad action is precisely the basis of subsequent regret; that is, the word "bad action" indicates the dependent regret. Just as when it is said that villages and towns have all gathered, mentioning the basis is intended to indicate the people who depend on it.
