6.16

「有餘師說至有能作力」者，前說能作有親、有疎，親有力能、疎但不障。今此師意：諸能作因皆於果生有能作力。

Regarding '[Other masters say ... has efficient efficacy]', previously it was said that the efficient cause has both direct and indirect [aspects]—the direct has efficacy, while the indirect merely does not obstruct. Now, this master's intention is that all efficient causes have efficient efficacy with respect to the arising of the fruit.
