On "Non-arising [up to] it does not newly create non-arising": the Sautrāntika answers. The principle of non-arising is originally present of itself. If there were no deliberation through the wisdom of the noble path, dharmas would arise. When the deliberation of noble wisdom arises, cause is eliminated and fruit perishes, and dharmas perpetually do not arise. With respect to this principle of non-arising, deliberation has efficacy. That is, previously there was no obstacle to the arising of dharmas; now noble wisdom arises and acts as an obstacle to the arising of dharmas, revealing the principle of non-arising, rather than newly creating non-arising.
