「餘不相應至二緣所生」者，釋第三句可知。《婆沙》意說餘不相應及一切色二緣生。此言生者，起未已滅，總名生故。謂二緣俱生時、滅時有作用故。

"The remaining non-associated... up to ...are produced by two conditions" explains the third line and is understood. The Mahāvibhāṣā intends to say that the remaining non-associated [formations] and all forms arise from two conditions. The word "arise" here means having arisen, they have not yet ceased, which is collectively called "arising." That is, because the two conditions both have activity at the time of arising and at the time of ceasing.
