「由能作思力已造故」者，外人釋。言未來異熟果由現在世善、惡思力已造作故，說名有為。

Regarding "Because it has already been produced through the power of volition as an agent": the opponent explains. He says that because future fruition has already been produced by the power of wholesome and unwholesome volition in the present period, it is called conditioned.
