Regarding "Other masters explain … volitional formations are able to arise": this is the venerable Vasumitra, a variant master of the Sautrāntika, whom the *Nyāyānusāra* calls a partisan of the Elder. It means: it is not without cause that volitional formations can exist, therefore it says "depending on the existence of this, that exists." This refutes the non-Buddhists who posit no cause. Nor is it due to the uncaused, permanent causes such as the Primordial Nature (*prakṛti*) of the Sāṃkhyas or the Self (*ātman*) of the Vaiśeṣikas that volitional formations are able to arise, therefore it says "because of the arising of this, that arises." This refutes the non-Buddhists who posit a permanent cause.
