論「傳說初界至意近行故」，答也。有兩釋也，一以初界無故、二以無對苦根意近行故。

[On the Śāstra's statement:] 'Tradition says that because it does not exist in the first realm [up to] mental investigations', this is the answer. There are two explanations: first, because it does not exist in the first realm (kāmadhātu); second, because there is no mental investigation that is a counterpart to the pain faculty.
