論「如是所說諸天眾中」，已下便明諸天諸事。就中有五：一明欲時、二初生身量、三明欲等生別、四明居器近遠、五明下見上不。此下半頌，第一明欲時也。

The Commentary states, "Among the various assemblies of gods thus described"; from here down, it explains the various matters of the devas. Within this, there are five: first, explaining the time of desire; second, the bodily measurement at initial birth; third, explaining the differences of birth with desire and so forth; fourth, explaining the distance of their dwelling receptacles; fifth, explaining whether the lower can see the upper or not. This half-verse below is the first, explaining the time of desire.
