11.25

論「如是變生至內海外海」，此明變生眾寶等已，復有業風各別為山為海等也。

The commentary says: "Thus having arisen by transformation... the inner seas and the outer sea"—this explains that after the various treasures and so forth have been produced by transformation, there are further winds of karma that separately form the mountains, the seas, and so forth.
