On the Śāstra's words, "The Buddha's marks of the Great Man ... therefore there is a difference": The answer. "In proper place" means directly in their proper position, such as the thousand-spoked wheel mark situated squarely under the feet. "Distinct" means clear and distinct, such as the thousand-spoked wheel mark being distinctly visible. "Complete" means perfect, namely the thousand spokes and so forth being fully complete. The Vibhāṣā states: "The Prajñapti-śāstra says: On the edge of Jambudvīpa, along the coast of the great ocean, there is a path for the wheel-turning king, one yojana wide. If a wheel-turning king does not appear in the world, it is submerged by water and none can traverse it. When he appears in the world, the ocean water recedes by one yojana, and this path then appears. Its bottom is spread with golden sand and naturally sprinkled with sandalwood-scented water. Whenever the wheel-turning king wishes to tour this continent, preceded and followed by the fourfold army, he traverses this path."
