13.165

論「善及無記至不別遮故」，釋善、無記通餘界也。頌既不遮諸地，故知遍有。由自性善及自性無記遍諸地故，相應、等起隨其所應亦通諸地。

The commentary states: "Wholesome and indeterminate ... because they are not specifically excluded." This explains that wholesome and indeterminate apply to the other realms. Since the verse does not exclude any level, we know they are present everywhere. Because what is wholesome by intrinsic nature and indeterminate by intrinsic nature pervade all levels, the associated and originated [factors] also apply to all levels accordingly.
