論「以無發業至有覆無記表」，答也。言「無等起故」者，非唯釋有覆無記，通釋前上地無表業也。唯有尋伺心能發表業，上地無尋、伺故，故無一切表業。又發業心唯修所斷，欲界無有修斷有覆染心，所以欲界無有覆表業也。

The commentary states: "Because of lacking [a mind that] originates the karma ... obscured indeterminate vijñapti." This is the reply. The statement "because of lacking the origination" does not explain only obscured indeterminate, but generally explains the previous point that the higher levels lack vijñapti-karma. Only a mind with vitarka and vicāra can manifest vijñapti-karma; because the higher levels lack vitarka and vicāra, they lack all vijñapti-karma. Moreover, the mind that initiates karma is abandoned only by cultivation (bhāvanā-heya), and the desire realm has no obscured defiled mind that is abandoned by cultivation; therefore the desire realm lacks obscured vijñapti-karma.
