論「諸有心者至於業有用」，答。諸有心者，依根本表發無表戒，業起分明。諸無心者，依加行表發無表戒，業起不明。由隨轉心有根本、無根本業，故隨轉心於業有用。

The treatise says: "Those who possess mind [...] have utility with regard to karma." This is an answer. Those who possess mind generate uninformative precepts based on fundamental informative karma, and the arising of karma is distinct. Those who are mindless generate uninformative precepts based on preparatory informative karma, and the arising of karma is indistinct. Because of the following mind, there is fundamental and non-fundamental karma; therefore, the following mind has utility with regard to karma.
