論「若爾何故至此二何異」，有部難。經言思業，明知是思；經言思已業，明知非是思。如何三業以思為體？

On the Śāstra's statement: "If so, why [... to ...] how do these two differ?": The Sarvāstivādins challenge. The sūtra speaks of "intentional karma" (cetanā-karman), so clearly we know it is intention; the sūtra speaks of "karma having intended" (cetayitvā-karman), so clearly we know it is not intention. How can the three karmas have intention as their substance?
