13.90

論「又契經說至可名堤塘」，第八證也。若無無表，何然長時相續遮防諸破戒惡？非無有體可為堤塘。

On the treatise's statement, "Furthermore, the discourses say ... can be called an embankment": this is the eighth proof. If there were no non-information, how could there be a continuous preventing and guarding against the evils of breaking morality over a long duration? That which has no substantial entity cannot serve as an embankment.
