The commentary states: "The śāstra says: [...] except for those who do not know", explaining that others also have it. That is, those who have received [the status of] upāsaka as well as those who have only received the three refuges and so forth all obtain the precepts. Vibhāṣā 124 states: "Question: Who should receive this upavāsa-saṃvara? The answer is: both noble beings and ordinary worldlings, both upāsakas and non-upāsakas. Those who have not yet received [the status of] upāsaka and take refuge in the Three Jewels for a day and a night are the non-upāsakas in the Vibhāṣā. If one does not receive the three refuges, one does not obtain the upavāsa precepts, except for those who do not know." The Nyāyānusāra states: "Except for those who do not know, because by the power of mental karma they also engender the precepts." Vibhāṣā 34 states: "Some say they also obtain them: that is, if one does not know the sequence of receiving the three refuges and the saṃvara; or again, if through forgetting or error one does not receive the three refuges but only receives the saṃvara, then the preceptor incurs an offense. If out of pride one does not receive the three refuges and only receives the saṃvara, one definitely does not engender the precepts."
