14.151

論「如得苾芻至此亦應爾」，引喻釋也。如苾芻等於羯磨時已得具戒，後說戒相。

The commentary states: "Just as upon attaining the status of bhikṣu [...] here too it should be like this", which explains by citing an analogy. Just as bhikṣus and so forth have already obtained the full precepts at the time of the karmavācanā, and only afterwards are the characteristics of the precepts spoken.
