On the Śāstra's phrase: "It speaks in terms of ability to observe ... up to ... says 'capable of training':" The Sarvāstivāda harmonizes this with the sūtras. When speaking of "one part, etc.," it means that previously one has already completely obtained the five precepts, and later whether one observes one part, a lesser part, a greater part, or the full part is different; hence they are divided into four. If it were not so, it should not say "training in one part, etc."; it should say "receiving one part, etc." The Vibhāṣā, fascicle 123, says: "Answer: This speaks of the stage of observing, not of the stage of receiving. That is to say, among the five, observing one and not observing four is called 'one part'; observing two and not observing three is called 'a lesser part'; observing three or four is called 'a greater part'; and completely observing all five is called 'full.'"
