「論曰至所發表業」，明成表業，非無表也。不住善、惡戒，起下劣思造善、惡業及無記業，皆唯成表，不成無表。

As for "The treatise states […] the informative karma generated": this explains possessing informative karma and not uninformative karma. For one not abiding in wholesome or unwholesome precepts, giving rise to inferior intention to perform wholesome, unwholesome, and indeterminate karma, all only possess informative karma and do not possess uninformative karma.
