論「若爾何故無不律儀」，問也。若以煩惱增上，戒正思擇無堪能故無律儀者，何故復無不律儀耶？
The Śāstra says: "If so, why is there no non-discipline?" This is a question: If, due to the predominance of afflictions and the incapacity for correct deliberation of precepts, they lack discipline, why do they also lack non-discipline?
