論「此得妙行至唯人天有」，答也。勸進彼故，言受八支近住，理實但得處中妙行。
The Śāstra says: "They acquire this excellent conduct [...] exists only among humans and devas." This is the answer. In order to encourage them, it is said that they receive the eight-factored upavāsa; but in reality, they only acquire intermediate excellent conduct.
