On the Śāstra's statement: "It is wholesome, but inferior": This is the answer. Question: Neutral sensation of the higher stages is experienced by superior wholesome [action]; why is neutral sensation below the third dhyāna experienced by inferior wholesome [action]? Answer: There are two kinds of superior and inferior: first, determining superior and inferior across different stages; second, determining superior and inferior across different sensations in the same stage. If there are three sensations in the same stage, pleasure is superior and neutral sensation is inferior. Comparing lower pleasure with higher neutral sensation, neutral sensation is superior and pleasure is inferior. For example, dividing the three sensations in the desire realm, pleasure is superior and neutral is inferior. Comparing desire-realm pleasure with the intermediate [or first dhyāna's] neutral sensation, neutral sensation is superior and desire-realm pleasure is inferior. The Vibhāṣā, fascicle 115, says: "Question: Why is the faculty of equanimity experienced only by wholesome action and not by unwholesome? Answer: The mode of activity of the faculty of equanimity is progressively subtle and tranquil, desired by the wise; hence it is experienced by wholesome action. Because all unwholesome actions are by nature coarse and agitated, they cannot experience the ripening of neutral sensation."
