論「應知彼據多分為言」，釋也。理實善至三，有順二受業，多分順樂受故。言善至三，名順樂受業也。

On the Śāstra's statement: "It should be understood that this is said based on the majority": This is the explanation. In principle, wholesome [action] up to the third [dhyāna] includes action conducive to two sensations, but because for the most part it is conducive to pleasant sensation, it is said that wholesome [action] up to the third [dhyāna] is termed action conducive to pleasant sensation.
