15.38

論「遍於有情至得不律儀」，敘《婆沙》問答也。於中有二：一難普於一切有情得不律儀、二難發一切支。此即初難。

The treatise says: "Universally in relation to sentient beings... acquiring non-restraint."
This recounts a question and answer from the *Vibhāṣā*. In this there are two parts: first, challenging that non-restraint is acquired universally in relation to all sentient beings; second, challenging that all branches are generated. This is the first challenge.
