15.61

論「一由意樂至捨學處故」，「由意樂」者，簡狂亂等。「對有解人」，簡對狂亂及畜生等。「發有表業」者，謂自云：我從今已後不復能持等。此言與受戒時相違故捨。

On the text "First, through intention … because one abandons the rules of training": "through intention" excludes states of madness and derangement; "facing a person who understands" excludes facing the mad, animals, and the like; "manifesting manifest action" means saying oneself: "From now on, I can no longer maintain [them]," etc. Because these words contradict the time of receiving the precepts, [the restraint] is abandoned.
